The Kadoorie Institute is responsible for the establishment of the 20 ha observatory forest plot and the 1 ha demonstration plot, including the related scientific research and training progammes of the project.

The Foundation has provided a 3-year (2011-14) donation of HK$5.9M to the Kadoorie Institute for conducting the project.

The Kadoorie Farm and Botanic Garden (KFBG) participates as a voluntary and professional collaborator for the first three years of the project. After that, they will take over the 20 ha plot for long term management and resurveys using their own funding.
